How far should downspouts discharge from the house?
At least 6 feet, and further on clay soils or where the grade is flat. Buried discharge lines should be inspected for crushing and root intrusion.
Can regrading alone fix a wet basement?
Frequently yes, when the water source is surface runoff. It will not resolve a high water table or a failed footing drain, which need interior drainage and a sump system.
